School districts that receive Elementary and Secondary School Emergency Relief (ESSER) funds under the American Rescue Plan (ARP), referred to as ESSER III funds, are required to develop a plan for how they will use ESSER III funds to address students' academic, social, emotional, and mental health needs, as well as the opportunity gaps that existed before, and were exacerbated by, the COVID-19 pandemic. The plan must be adopted by the local governing board at a public meeting and submitted to its County Office of Education for review and approval.

The American Rescue Plan (ARP) Act requires that LEAs
receiving ESSER III funds develop and make publicly available on the LEA’s
website, within 30 days after signing ESSER III Assurances, a plan for the safe
return to in-person instruction and continuity of services.

The State of California and the California Department of Public Health (CDPH) require all local education agencies to complete and post a COVID-19 Safety Plan (CSP). The CSP consists of the Cal/OSHA COVID-19 Prevention Program (CPP) and the COVID-19 School Guidance Checklist.
